First of all yes, you should use this strategy. It is in use for year and still very effective, when done right (that is why I used "but"). Be aware that this technique can build your recognition and people will notice you, but it has the power to hurt your reputation big times as well.
Commenting on other blog sites is a very effective way to get known, get incoming links to your site, increase your traffic, and possible your site's PR. The last one is not anymore so sure depending on the search engine and the blogs you post on. The rest is still working today as it was 5 years ago.
Very often these days it is not so easy or some work to leave a comment. Some sites do not welcome comments at all, others ask to register first or screen the comment before posting. To register to post a comment is time consuming and should be worth your extra time and effort for the registration to complete.
To avoid spam, blogs monitor the comments before posting. This process is partly automated and the comment has first to pass the spam filter to reach a person who will make the final decision on wether or not the comment will show under the blog post.
For that reason it is very important, even essential for your comments ad value and are relevant to the original post. Make sure to follow the rules and you increase the chance your comment will be accepted and show under the original post.
A rule I observed is not to have to many links in your comment. Best is no link or at most one. You still can link to your website or webpage by using the "website" field in the comment submission form. Also leave a working email address because some webmasters might check or want to get in contact with you for some reason. This sets you apart from spammers.
Again to increase your chances to get your comment posted, write it in such a way that others will benefit and is related to the content of the web page. By doing so you also establish creditability and further raise your status as a expert or person with greater knowledge.
Try out what you just read, leave your comment about this blog post. You got a choice of formate. You can leave an audio recording, or video recording or write your comment. Please try it, and when you do everything right, your chances are very high to get your comment posted.

I still get excited over
I still get excited over each comment on this blog and I lost count how often it was spam or a comment saying only "great post" and nothing more. It is a little disappointing to read "great post" because these words are miss used frequently. I wish to get more posts that add value, a thought, a view, a feedback on what I wrote in my post. When that happens it is a compliment to what I wrote and I learn something at the same time.
Thanks developer discussion for your post. Your point to post comments on posts only in your niche or related niches is very good. I can not stress that enough.

The most important aspect of this post is that "you should add value" to the post you're commenting on. I can't even begin to say the number of times I've gotten spammy comments or comments that just say "great post".
Its annoying as the owner because you get all excited over a new comment only to realize that its garbage.
I would also generally comment in your niche or similar niches. If you run a blog about making money online and then post into a "day care" blog, any visits that you receive are going to be useless.
